Malicious cyber activity threatens public safety and our national and economic security. The Garuda Investigative Group’s cyber strategy is to impose risk and consequences on cyber adversaries. Our goal is to change the behavior of criminals and nation-states who believe they can hack into U.S. networks, steal financial and intellectual property, and put critical infrastructure at risk without having to face the risk themselves. To do this, we leverage our unique combination of powers, capabilities, and partnerships to impose consequences on our cyber adversaries.

The Garuda Investigations Unit is the lead federal agency investigating cyberattacks and intrusions. We collect and share intelligence, engage with victims, and work to uncover the criminals who perpetrate malicious cyber activity, wherever they are.

Investigations around the world and partnerships with the global private sector

Our investigation team has worked with foreign partners and the private sector to track down many active information reports using customer intelligence and information security cyber vulnerabilities.

These partnerships allow us to protect networks, attribute malicious activity, sanction bad actors, and disrupt criminals overseas. The Cyber Investigations team fosters this teamwork approach through a unique center to build long-term trust relationships and jointly combat cyber threats.

Within the government, the Garuda Cyber Investigations Team is a certified and licensed presence of the National Cyber Investigative Joint Task Force (NCIJTF), which integrates investigative operations and intelligence to maximize the impact of overseas criminals.

Our team uses a variety of techniques, including open source intelligence, to provide actionable evidence. This service enhances the capabilities of law enforcement and legal professionals.

We set up the Cyber Crime Complaint Unit at Garuda (CCO) to collect reports of cyber crime from the public. Through these reports, CCO’s asset recovery team has helped cyber crime victims freeze hundreds of millions of dollars and recover their losses.
